MARSHALL
Discussed speculation re Berlin situation. Also introduced views
supporting export licenses of pipe for Middle East pipe line. Constuction
will be interrupted. ECA program will be endangered by reduction in oil
shipments to Western Europe.
FORRESTAL
Will concur in recommendation - but not strongly - as tankers are
more flexible for military purposes.
KRUG
Concurs but is not entirely convinced that domestic needs should
be sacrificed for Middle East requirements.
MARSHALL
Heard same arguments re Marshall Plan.
