Asked Cabinet to make no public statements on trade agree-
ments until they discuss the subject with the President.
SAWYER
There has been a drop in unemployment. It is now below 4
million.
TOBIN
His figures bear out Sawyer's statement. The whole trend
is very good.

The Senate is dragging its heels on ECA appropriation. It
looks like the debate will go thru all next week.
