Informed Cabinet that problems in setting up U. N. Police Force
in Western Europe involves violation of some constitutional provisions
in the countries concerned. Consultations are going forward in these
matters now.
DONALDSON
Raised question as to whether he should compromise railroads
demands for increased mail pay - retroactive until 1947. Thinks it will
save govt money if he does SO and not wait 8 months for decision of I.C.C.
which he is confident will raise cost to govt for above his compromise
figure.
SAWYER
Thinks P.M.G. should compromise now.

Agreed.
DONALDSON
The compromise would eliminate payment from govt for space that is
now unused - but whi ch govt now pays for.

Thinks that War Production order is proceeding OK.
