COORDINATION OF ALLIED PROPAGANDA IN
GERMANY
1.
It is in the interest of ali the powers occupying Germany to coordinate
their information and propaganda policies and activities in Germany
so as
a.
to effect unity of effort and to avoid work at cross purposes
in the four zones of occupation;
b. to avoid waste of manpower and money.
2. A quadripartite "Propaganda Policy Contol Committeell should be es-
tablished under the Group Control Council with the following functions:
a. to issue periodic directives laying down the broad lines of
information and propaganda in all four zones.
b. to issue directives on the use and control of media influencing
opinion in Germany in all four zones.

3. If such policy coordination is achieved cooperation in operational
matters should be established, especially
a. a quadripartite operation of the leutschlandsender;
b. a quadripartite news service combining the four national news
services;
c. production of a weekly quadripartite news reel for showing in
all four zones;
d. exchange of documentaries and feature films;
e. exchange of publications for distribution in the various zones.
4.
The Propaganda Policy Control Committee should have the function to
establish cooperation in operational matters.
