    "ocrText": "TOP SECRET SECURITY INFORMA TION\n-2- -\non May 15, stating he totally disagreed; that the door was by no means closed;\nthat he had received a most reassuring message from Eden and that if Madame\nPandit had left Peiking, Pannikkar was instructed to carry on the discussions\nin line with Nehru's previous cable.\nBowles told Bajpai we were deeply appreciative of what the Govern-\nment of India was trying to do and that he thought the Government's position\nwas proper and reasonable. After presenting all the facts on the Prisoners\nof War issue, Bowles went over President Truman's May 7 statement with\nBajpai and agreed that it closed no doors and offered no basis for Communist\nblowup.\nBowles has asked that the foregging information be treated with\nextreme caution in order to protect Bajpai who is a strong US ally.\nINDOCHINA\nAmbassador Heath has reported that French G-2 has inter -\ncepted information indicating that three battalions of\nChinese Communist troops have entered Indochina in the laokay region. Heath\ncomments that about a year ago a Chinese Battalion presumably entered the\nsame area but after a short time withdrew without contact with French Union\nforces. He understands the French at this time do not believe that the entry\nof the three battalions, even if confirmed, means an early entry of Chinese\ntroops en masse. The French Commanding General shares our Ambassador's\nopinion.\nTURKEY\nAmbassador McGhee has had a conversation with the\nPresident of Turkey and the Chief of Staff of the Turkish\narmy regarding the Turkish reaction to a possible Soviet invasion of the\nMiddle East. Both Turks agreed categorically that Russia must either obtain\nTurkish neutrality politically, or attempt to defeat or neutralize Turkey\nmilitarily before invading the Middle East. Our Ambassador comments that\nthis conclusion highlights the fact that Turkish forces, in Turkey, constitute\nthe principal defense of the Middle East. With the assurance of Turkish\nbelligerency thr ough its adherence to NATO, the relative weakness of Iran\nand the Arab countries is believed to assume less importance. There is no\n\"open door\" to the Middle East as long as Turkey must be attacked, McGhee\ncomments.\nTOP SECRET SECURITY INFORMA TION"
