Guidelines, March 6, 1982 July 8, 1952 By DEB NLT, Date 9-10-85 TOP SECRET SECURITY INF ORMA TION SUMMARY OF TELEGRAMS DENMARK Ambassador Anderson met Danish Foreign Minister Kraft yesterday to receive the Danish Government's final decision regarding delivery of the tanker. Kraft told Mrs. Anderson that following the cabinet meeting on Saturday and an additional meeting yesterday with parliamentary leaders of the five democratic parties the Government had concluded that it had no possible alternative but to stand by its 1948 agree - ment with the USSR. He said that parliamentary leaders were unanimous in their opinion that it would be impossible to get parliamentary approval for abrogating the government*s prior agreement; that it would be morally and legally wrong for the Government to go back on the contract, Kraft stressed that there would have been an extremely deleterious effect on public opinion if Denmark had yielded to US pressure in such a case, and he believed similar nti-American feelings would be felt throughout the NATO countries. At the conclusion of her conversation with Kraft he also discussed questions relating to the second tanker under the 1948 commitment. Ambassador Anderson states that she prefers, because of the sensitive nature of the discussion, to delay reporting it until her arrival in Washington. INDIA CHINA On Saturday Madame Pandit, who has recently returned from an Indian "cultural mission to China, came to lunch alone with Ambassador and Mrs. Bowles and dis- - cussed China at length with the Ambassador. Mme Pandit said the sections of China she visited seemed united and enthusiastic about the present regime, but emphasized that her tour was limited largely to Northern China and that the spirit might be less good in the South. She said that most officials and individuals with whom she talked reported set lines in almost identical language in discussing foreign affairs and other complex subjects, but in Nanking and Tientsin she found considerably more frankness of observation and outspoken criticism of the purges, public trials and mass executions.
