SUMMARY OF TELEGRAMS
IRAN:
Yesterday Mosadeq informed Ambassador Henderson that
unless foreign financial assistance should become im-
mediately available to Iran, he (Mosadeq) would be obligated to take
radical measures which would create intense dissatisfaction. He em-
phasized his conviction that the British were advocating a leisurely
approach to the Iranian problem and really hoped, and were working,
for some kind of coup d'etat which might bring about the downfall of
the present Iranian Government and might even result in the eventual
partition of Iran. Mosadeq stressed that if he did not receive a
British reply by August 27 to the latest Iranian note which would change
the atmosphere and bring economic relief to Iran, he intended to des- -
patch a note to the British Government severing diplomatic relations.
He planned to follow this action by personally presenting his case
this autumn to the Security Council or the General Assembly, or both.
In reply, Ambassador Henderson emphasized the harmful
consequences which would result from a severance of diplomatic
relations, urged patience and restraint and expressed his hope that
there might be a reply from the British within a few days which would
result in relief of the situation. Mosadeq said he would proceed with
the drafting of the note but in view of Henderson's statements would
not deliver it until August 30 and, in any event, would not send any
message of this kind until after he had spoken with Henderson again.
W. Alton Jones, President of the Cities Service Company,
conferred with Mosadeq on August 24. In reporting his conversation
to Ambassador Henderson he stated that, among other points, he had
emphasized that if no Anglo-Iranian aderstanding was reached, Iran
over a long period of years might be able to find markets for its oil
but that it would not be likely to sell oil in such quantities and on such
terms as would result in appreciable profits for the Iranian Govern-
ment for at least ten years. Jones has departed for southern Persia
and will return to Tehran on August 28 or 29.
SOVIET NOTE In indicating its preliminary reaction to the Soviet
ON GERMANY note on Germany, the Department has informed its
