Guidelines, March 6, 1982 October 17, 1952 By DCB NLT, Date 9-10-85 TOP SEGRET SECURITY INFORMATION SUMMARY OF TELEGRAMS INDONESIA Although the meaning of events is not clear, we have reports from our Embassy in Djakarta of civil demonstrations and action by the military which indicate a military coup d'etat has occurred. The Minister of Defense, the Sultan of Jogjakarta, who had been the object of recent attacks in Parliament, has declared a state of martial law in the Indonesian capital. The internal political situation has been quite uneasy and there have been rumors in recent days of a possible coup, as well as plans by the military to force the dissolution of Parliament. In the civil dis- turbances, the crowds carried banners urging a clean-up of the Government and that Parliament be dissolved, although President Sukarno is reported to have maintained that such action could not be taken precipitously. Our Ambassador in Djakarta states the actions of the civilian mob and the military take over were ob- viously well planned. According to latest reports the Cabinet has not resigned and a conference was in session between Government and military leaders. Some of the demonstrating has been directed against the Dutch and members of the Netherlands military mission are expected to be withdrawn in consequence. No incidents in- volving Americans are known to have occurred. In recent weeks, however, our Embassy has been frustrated in its attempts to make progress in concluding a new military assistance agreement with Indonesia. IRAN Our Ambassador in Tehran discussed the Iranian Government's decision to break diplomatic re- lations with Britain in a courtesy call on the new Foreign Minister, Fatemi, which had been arranged several days prior to this dev- elopment. The Foreign Minister stated his Government had de- cided on the severance of relations only after it had become con- vinced that their maintenance was serving no useful purpose. He hoped they could be restored on a mutually advantageous basis and expressed the desire that this action have no adverse effect on Iran's relations with the US.
