Guidelines, March 6, 1982 E.O. 12065, Sec. 3-402 WASHINGTON State By DEB NLT, Date 9-10-85 October 30, 1952 TOP SECRET SECURITY INFORMATION SUMMARY OF TELEGRAMS KOREA The British High Commissioner in New Delhi has informed our Embassy concerning a con- versation between the Chinese Communist Foreign Minister, the Vice Foreign Minister and the Indian Ambassador to Peiping. The Chinese Foreign Minister blamed the US for breaking off the Panmunjom discussions, claiming this proved we were not in earnest and had not bothered to discuss the latest Chinese proposals on prisoners of war. The Chinese Foreign Minister maintained that all Chinese prisoners must be repatriated. The Indian Ambassador reported he thought the Chinese Foreign Minister was feeling his way toward a com- promise based on: 1) differentiation between Chinese and North Korean prisoners, with whose fate he was less concerned, and 2) marshalling the Chinese prisoners at some collecting point where they would be assured of fair treatment before being re- - turned to China. Prime Minister Nehru told the British High Commissioner the report appeared to be worth exploring and that he had suggested Mrs. Pandit discuss it with the UK delega- tion at the UN. Nehru added the Peiping interview showed the degree of mutual suspicion which had to be removed by some means before a settlement could be reached. The Indian Prime Minister also told the UK High Commissioner the Chinese had been pressing him for some time to visit China, but that he had politely replied this was impossible while China was engaged in a war with UN forces. The invitation was renewed in the Peiping talk, but Nehru stated he would reply as before. He deduced the Chinese were uneasy at the latest developments and anxious to find some way to renew the truce talks.
