SUMMARY OF TELEGRAMS
YUGOSLAV MIL. The Yugoslav Minister of Foreign Affairs has
ITARY TALKS informed the British, French and US Ambas-
sadors at Belgrade that after serious study the Yugoslav Govern-
ment regretted it could not concur in the allied proposal to inform
the North Atlantic Council of the forthcoming Allied-Yugoslav
military talks. The Yugoslav Government's reasons were: 1) that
secrecy was of utmost importance, especially with regard to the
substance of the talks, and 2) that the false impression might arise
that Yugoslavia was establishing, at least indirectly, some NATO
link. Minister Kardelj further stated that if the three powers felt
their obligations to NATO made it necessary for them to inform
the North Atlantic Council of the existence of such conversations,
the Yugoslav Government wished to make it clear that such Gov- -
ernment itself had no obligation of any kind in this regard. He
emphasized that the fundamental Yugoslav reason in this matter
resulted from its expectation that the forthcoming military talks
would have practical results and that the Yugoslav Government
wished to avoid any psychological handicap for those engaging in
the talks.
In terminating the conversation the American
Ambassador said that Kardelj could take it for granted that the
three governments would inform the North Atlantic Council of the
fact that the talks would take place but that the notifications would
probably not be made prior to November 16.
