SUMMARY OF TELEGRAMS GERMANY High Commissioner Donnelly in Bomreports Chancellor Adenauer has given him an es- timated time schedule for ratification of the contractual agree- ments and the European Defense Community. Adenauer expects the Constitutional Court decision the "last third' of January. The lower house of Parliament would then hold the third reading, which the Chancellor stated would be routine and in which he ex- pects the same majority as in the second reading. The conven- tions would then go to the upper house, where he anticipates a favorable decision without difficulty in February. Mr. Donnelly states Adenauer was confident, relaxed and optimistic. During the conversation, Adenauer stressed the importance to him and to the Federal Republic of early designa- tions of a successor to Donnelly as High Commissioner. Unlike other nations, the Federal Republic has no Ambassador in Wash- ington and therefore it was particularly important to have the new High Commissioner in Bonn. Adenauer added that prompt designation would also tend to remove uncertainties arising out of the change in administration. While he was not personally dis- turbed, Adenauer said the fact of designation would reassure others in the Government and the public that the new administra- tion was showing a direct interest in Germany and its problems. He mentioned in this connection the receipt of a reassuring letter from General Eisenhower. EGYPT While no comment has been received as yet from Embassy Cairo on news reports of the cancellation of the Egyptian constitution by the Prime Minister, Naguib, our representatives state that a reorganization of the Cabinet has resulted in strengthening of General Naguib's Government.
