SUMMARY OF TELEGRAMS
IRAN
The Belgian financial expert, Camille Gutt, who is
in Iran as a special advisor under UN auspices has
informed us in confidence that he has raised the oil question with
Mosadeq, urging him to initiate settlement of the conflict. Accord-
ing to Gutt, Mosadeq's response was rather hopeful, at least as a
beginning, and conversations are expected to be resumed at the
end of this week. Meanwhile, we have asked the Secretary in Paris
whether he is prepared to have the Department urge the Export-
Import Bank to proceed to establish the $25 million credit for Iran.
If the Secretary agrees, we will inform the British Embassy here
and urge the Bank to take action. Since Ambassador Henderson is
leaving over the week end for Iran, he is anxious to have a decision
before returning to his post.
FRANCE
Ambassador Dunn reports that Embassy Paris has
made representation to the French Foreign Office
regarding the complaints against American officials in Morocco made
by the Resident General, Guillaume, to our Minister in Tangier.
The Embassy also mentioned Guillaume's recent anti-American re-
marks at the funeral for French riot victims in Casablanca. Our
spokesmen noted that the US Government naturally wished to cooper- -
ate with the French in Morocco and that the atmosphere indicated
by Guillaume's allegations was cause for concern. If US officials
were guilty of any improper actions, appropriate steps could be
taken. On the other hand, if they were not, we would deplore the
strained atmosphere which the allegations connote. Our repre-
sentatives stated they would be glad to hear directly from Guillaume
any complaints he had to make and receive any supporting evidence
he might wish to present. The French Foreign Office said it
would advise the Resident General of this demarche and communi-
cate with our Embassy further. Simultaneously, the Department
had noted its concern and suggested that the Secretary might wish
to consider mentioning the matter to Foreign Minister Schuman in
Paris.
