Guidelines, NLT, Date March 8-4-85 6, T op SECRET By SUMMARY OF TELEGRAMS KOREA We have informed our missions in the major non- Communist countries of our view that the intransi- gence of the Chinese Communist delegation to the UN, the summary rejection by Peking of the cease-fire proposal, and the new massive offensive across the 38th parallel can only be interpreted as a determined Chinese effort to drive the UN forces out of Korea. This creates a situation which the free world cannot afford to accept, although we must also realistically face the fact that it would be fool- hardy for the free peoples to become engaged in full scale hostilities against the Chinese Communist forces while the heart of Communist world power remained untouched. We therefore ask our missions to discuss with the governments to which they are accredited our belief that the UN should now declare the Peking regime an aggressor and should consider measures which can be taken collectively and individu- ally to assist in weakening the Chinese Communist will to continue aggression. Such measures might include severance of relations, an embargo on exports and the freezing of assets. In preliminary discussions of this line of action yesterday in New York, our Mission was informed by several of the sponsors of the draft six-power resolution of their feeling that we could not at this time secure support for such a strong line of action. As an alternative it was suggested that the Assembly might pass the six-power resolution plus the set of principles drafted by the cease- fire group, and only turn to consideration of a resolution branding Peking an aggressor if this approach failed to elicit a favorable response from the Chinese Communists.
