DEB NLT, Date 9-4-85 TOP SECRE T SUMMARY OF TELEGRAMS YUGOSLAVIA We have informed Embassy Belgrade, with regard to the delay in shipping food under the Yugoslav aid program, that this program is only one factor in a world-wide shipping shortage. Shipping rates have risen sharply in recent months due to military needs in Korea, the prospective India grain program, and US-European coal movement. We have delayed booking Yugoslav cargo at rates which are above established ceilings but plan to have a definite decision regarding the rate question this week. MOROCCO Our representative in Rabat reports that during a conversation yesterday with a high French official, the latter reiterated General Juin's "unalter- able opposition" to a call by Air Secretary Finletter on the Sultan of Morocco regarding our air base program. The French official stated that France was responsible for the defense of Morocco and the Sultan was informed of developments in this field by courtesy. Furthermore, Juin was the Sultan's Foreign Minister and therefore was the proper channel to inform the Sultan of all messages from a foreign power. In addition to these objections in principle, the present moment was most unsuitable for such a call and would stiffen the Sultan's resistance to the French. It was stressed that a visit by Finletter to Juin would be wel- come but a call on the Sultan was out of the question. NORTH ATLANTIC Our representative on the Council of TREATY ORGANIZATION Deputies has suggested that we consider what should be done through the Deputies to keep other NAT governments informed and to give them a chance to express their views on tripartite thinking and preparation for the proposed four-power conference. Ambassador Spofford points out that although the Big Three governments may be reluctant to compli- cate the delicate task of preparing for a meeting through any formal consultation with the other NAT governments, he believes the framework within the Deputies organization for an "exchange of views on political TOP
