Guidelines, March 6, 1982 February 19, 1951 By DEB NLT, Date 9-4-85 SECRET SUMMARY OF TELEGRAMS MEETING OF We have forwarded to Embassy Moscow the FOREIGN MINISTERS text of the agreed tripartite reply to the Soviet note of February 5 regarding a possible meeting of the four Foreign Ministers. The note is to be delivered to the Soviet Foreign Office today and the text is to be released to the press on Wednesday, February 21. We have agreed with the French and British to show the text to the German, Austrian and Benelux Govern- ments in advance of delivery. If the Soviet Government agrees with the basis outlined in the note for a preliminary conference, we suggest that the representatives of the four powers meet in Paris on March 5. SPAIN Our Embassy in London does not believe the best method of obtaining agreement among NATO countries leading to the development of closer relations with Spain is to tell the Spaniards in advance that the US is ready to undertake the task of facilitating such relations. The Embassy agrees with Embassy Paris that the proper course of action at this time should be limited to an exploration of the attitude and intentions of the Spanish Government on a bilateral basis, followed by an informal discussion of the results with the Governments of France and the UK before determining a future course of action. The Embassy concludes that unless we consider the cultivation of friendly relations with Spain of sufficient importance to warrant jeopardizing the close cooperation we now have with the UK and France, it is desirable to discuss the matter fully with those governments before taking Spain into our confidence. MOROCCO Our Consul in Rabat has informed us that a satisfactory agreement apparently has been reached between the Sultan of Morocco and General Juin which has closed their dispute, and Juin has indicated that the French Government is agree- - able to the Sultan's remaining on the throne. The Sultan reportedly credits French willingness to mediate to the position which the US took in this affair.
