Our Mission at the UN reports that in reply to a request for anappoint- ment with Malik, Ambassador Gross was informed that Malik was out of town, that Malik's office would try to communicate with him but were not certain they could do so. Gross has not heard further from Malik's office. Gross has requested instructions regarding a further effort to contact Malik and also with regard to the line he should take in dealing with UN Secretary General Lie who arrived in New York this morning. IRAN Our Ambassador in London reports that he has had a long conversation with Foreign Secretary Morrison on the Iranian situation. Morrison emphasized the great patience and forbearance which the UK has observed. He spoke of the frustration which the current situation has engendered in British Gov- ernment circles in trying to deal reasonably with a government which is willing to bring about the destruction of its country. Morrison be - lieves the fear of violence is all prevailing in Iran and that probably the Shah himself is afraid for his life if he attempts to stem the current course of events. Our Ambassador remarks that it was apparent from what Morrison had to say that the British have no long-range plans as to how the matter may be settled. In concluding the conversation, Morrison said that he could not see any way of keeping oil flowing unless the Iran- ians change their minds and take a more reasonable attitude. With regard to an International News Service release from Tehran yesterday alleging that Ambassador Grady believed further British-Iranian negotiations are not possible and that Grady was therefore considering a proposal for the creation of an international oil company to replace the AIOC, we have informed Grady that this does not conform with our policy and that if queried by the press we will be com- pelled to reply that we have no knowledge of the matter and do not know whether the remarks attributed to the Ambassador are correctly re- - ported.
