Guidelines, March 6, 1982 September 21, 1951 By T OPSEGRE T SUMMARY OF TELEGRAMS IRAN Yesterday morning in Tehran Court Minister Ala handed the British Ambassador the written "Iran- ian Government" proposals for renewing oil negotiations. These pro- posals, however, were typewritten on paper without letter head, signa- - ture, or date. The British Ambassador informed Ala that he failed to see in the proposals any forward step, but that they would be referred to London at once for comment. Our Embassy says that a first perusal of the proposals indicates that they differ in no significant points from those transmitted by Mosadeq to Mr. Harriman, except that no ultima- - tum is set and the Iranians state they are prepared to accept a foreign "technical director" to act as liaison between the National Iranian Oil Company and the technical staff. In a later call on our Embassy Ala transmitted a copy of the above-mentioned proposals. Ala took the occasion to state his belief that Mosadeq was now genuinely desirous of conducting ne- gotiations in a spirit of goodwill and reaching a reasonable solution. Ala added, however, his personal opinion that those surrounding Mosa- deq, notably Makki, Fatemi, Kashani, Baqai, and Hassibi, might be motivated by other objectives. Specifically Ala mentioned their inter- est in the forthcoming elections and even went so far as to say that there was talk of a republic among some of Mosadeq's followers. In answer to our Charge's query Ala stated that he was confident that Mosadeq, as a gesture of goodwill, would be will- ing to send the negotiators to London, being fully aware of the difficulty which the British would find in sending a third negotiating mission to Tehran.
