Guidelines, March 6, 1982 February 18, 1952 By DEB NLT, Date 9-9-55 TOP SECRET SECURITY INEORMATION SUMMARY OF TELEGRAMS F OREIGN MINISTERS Secretary Acheson and British Foreign Secretary MEETINGS Eden met in London Saturday morning for a dis- - cussion of: 1) a guarantee against secession from the European Defense Community (EDC); 2) EDC-NATO relationship; 3) the Saar; 4) German war criminals; and 5) security controls. With regard to the guarantee against secession from the EDC it was agreed that, while waiting to see a draft of what the French wanted, a US-UK working group would produce a draft which would indicate support for the principle of the EDC and a carefully phrased statement of the intention to maintain troops in Europe. Agreement was reached to propose through the US and UK North Atlantic Council Deputies revisions of the Deputies' report on EDC-NATO relationships to provide that: 1) on questions affecting common objectives, a joint meeting could be called by unanimous vote of either the Council or the EDC; and 2) on questions affecting the territorial integrity or political independence or security of any member or the continued existence or in- - tegrity of the Council or the EDC, a combined meeting could be called by any one member. With regard to the Saar, the Secretary said the US hoped to see a Schuman-Adenauer statement made in London declaring their intention to meet together to work out this problem and indicating that the US and UK agreed to this course and were willing to come in later to support a German- French agreement. Eden thought a solution might be found to the problem in the Secretary's suggestion of a guarantee of autonomy for the Saar, econ- omic union with France, and internal political freedom. On the war criminal situation, it was agreed to propose to the French that the Germans would first be offered a tribunal consisting of an equal number of US, UK and French nationals and German nationals, and second, the same court plus an allied national, perhaps Belgian or Dutch, as Chairman. It was also agreed to propose a formula by which unanimous decisions of the court would be binding and other decisions considered only recommendations to the.govern- ments. On security controls, the Secretary urged Eden to drop his insistence on the civil aviation regulation question and rely on the security achieved through the EDC and through financial controls. Eden pointed out that he had a difficult domestic problem on this point and would try to work something out personally with Adenauer. TOP SECRET SECURITY INE ORMATION
