SUMMARY OF TELEGRAMS
SOVIET NOTE
The Department is considering the nature of the
Western reply to Wednesday's Soviet note on the German
peace treaty and has asked High Commissioner McCloy for his views. In
so doing we suggested that the reply might indicate: 1) a strong reaffirma- -
tion of our policy of Western integration including Germany; and 2) our
willingness to have the High Commissioner: or their representatives meet
to discuss procedures for obtaining an investigation of the conditions for
pre-elections, proceeding on the assumption that the UN Commission would
be used.
Our suggestion that the three Western powers should
consult in Washington on coordinating their reply has been countered by
a British proposal to meet in London immediately after the Easter holidays.
The only substantive comment the British have yet made is that Mr. Eden
would probably oppose a four-power commission to examine pre-electoral
conditions in place of the UN Commission.
EUROPEAN DEFENSE
Embassy Paris reports that the French
COMMUNITY NEGOTIATIONS
have indicated their intention to get the
EDC treaty initialled by the heads of the
delegations by the end of this month, which would permit the final signature
of the ministers before May 15th. Ability to do this will depend on the
settlement of certain outstanding questions, especially the matter of
Germany's financial contribution. The French are opposed to setting a
public deadline at present when a number of important points are still
unsettled. As to the site for signing the EDC treaty the French are not in
favor of Strasbourg, which we had proposed. They are anxious that it should
be signed in Paris, and they have no objection to the Contractual Relations
agreement with Germany being signed in Bonn. Our Embassy comments
that since the ability of the French and German governments to overcome
domestic political opposition on the Contractuals and on the EDC is undoubt-
edly a major factor in the current situation, we ought to go along with the
wishes of Schuman and Adenauer on this point.
