UNO
Molotov states that Vyshinski has been delayed by illness
but will leave for London on January 21.
AUSTRIA
General Clark and American Mission Vienna strongly urge con-
clusion of treaty with Austria which will legally restore
Austria to statehood among the nations. Austrians dislike idea of
"peace treaty. "f Clark and Mission consider that Austrian treaty should
be discussed during May conference of 21 states.
CHINA
Chinese state that Soviet withdrawal from Manchuria will not
be completed by agreed date of February 1. Russians give
limited transportation facilities as reason. Some difficulty has
developed over Soviet insistence that all Japanese industries in
Manchuria constitute war booty.
General Marshall plans to make loans to China conditional upon
the appointment of an American adviser who is to be given full economic
and financial information by the Chinese Government.
FRANCE
Despite the Assembly vote favoring a break in French-Spanish
relations, the Communists are not pressing the French Government
to take such action. The French Government still wishes to coordinate
French action on this matter with action by the United States and
Great Britain.
American Embassy Paris commenting on De Gaulle' decision to
resign states that political crisis was unexpected to general public
although everyone was aware of developing difficulties.
POLAND
The Polish Foreign Minister and two of his advisers have
called on the Secretary in London in regard to the question
of an Export-Import Bank loan to Poland. They deplored Ambassador
Lane's attitude and insisted that there is no discrimination against
American interests in Poland. The Secretary stated that these
