COUNCIL OF
Dunn recapitulates difficulties encountered in
FOREIGN MINISTERS
recent meetings of the deputies of the Council of
Foreign Ministers. The Russians are adamant on various
points, particularly on questions arising out of the proposed visit of
051 (2) stoly a commission of experts to determine the Yugoslav-Italian boundaries. 051 staly(s)
They insist that the area between the furtherest extent of Yugoslav
claims and the Italian ethnic line be considered to be the only one in
dispute. Dunn believes that if such obstacles continue to arise there
is little chance of keeping the May 1 deadline.
CZECHOSLOVAKIA
The Czech Foreign Office has submitted to the Embassy
in Prague a formal protest regarding the removal
051 Cyecho
A from Czech territory by an American detachment of certain documents.

The Foreign Office requests an investigation and the return of the
051 ezech
material taken away. From a member of the Czech General Staff
Steinhardt learns that the raid was undertaken on the initiative of
the French, who at the same time notified the Czech Government of the
existence of the documents and requested that they be obtained.
Murphy states that clearance for the mission to enter Czechoslovakia
was obtained from the Czech mission in Regensburg. Murphy has suggested
to McNarney that the matter be discussed with the head of the Czech
military mission in Berlin in the strictest confidence and on a mili-
tary basis. The documents appear to be of primary interest to the
Czechs. McNarney does not believe that an apology is required and asks
urgent authorization for the issuance of a press release with Czech
concurrence.
GERMANY
Before his departure Bidault reiterated French

arguments regarding the Ruhr to Bevin. Bevin
replied that a decision must be taken by the Cabinet on this matter and
that he expected the Cabinet to act within a week.
Blum has stated to Caffery that although he believes that we
exaggerate the importance of a central German administration, he will
urge Gouin and Bidault to change French policy and to agree to the
Secretary's request.
HUNGARY
A British Foreign Office official considers that
the economic debilitation of Hungarian economy is
a part of a Russian plan to bring Hungary within the Soviet fold and

has been necessitated by the rightist swing in the recent elections.
