The Soviet Deputy has presented the USSR's draft of the

Rumanian peace treaty which in general follows the out-

line presented by the Soviets to the Council in Septem-

ber and gives rise to many of the same objections which
were felt with regard to the September proposal. At another session
of the deputies, the Soviet representative asked that one-third of
the Italian Navy be transferred to the USSR in compliance with an
agreement which he said had been made in 1943 with the UK and US.
Dunn reports that little progress can be made in further discussion
of the Italian reparation question until either the Soviet Delegation
or the other three delegations change their positions.

ARGENTINA
Embassy Buenos Aires reports that it now seems probable
that Peron has won the Argentine presidency and will
have a great majority in both houses of Congress. However, final
returns will not be available for some weeks.
IRAN

Soviet troops and equipment continue to pour into
Tabriz. Two trainloads of armored equipment, trucks,
ammunition and supplies arrive daily from the Soviet frontier.
Deployments continue toward Tehran. Embassy Moscow reports that

Soviet citizens are completely unaware of the situation created by
the presence of Soviet troops in Iran.
SPAIN
Embassy Madrid reports the reaction in Spain to our

note, concluding that discontent with Franco and the
desire for a return to representative government are widely neutrale
ized by fear of renewed bloodshed and Communist subversion. French

Foreign Minister Bidault told Caffery that he understands our point
of view on Spain but that he is "on the spot" and we haven't helped
him to get out of a difficult situation.
USSR
Kennan reports there is grave concern in Moscow over

the lack of enthusiasm for the Soviet system in newly
acquired areas and that there may be considerable passive disagree-
ment with major Soviet policies within the central core of influential
Communists.
