DEPARTMENT OF STATE pe OFFICE OF THE SECRETARY WASHINGTON April 12, 1946 I SUMMARY OF TELEGRAMS COUNCIL OF The French have decided not to issue invitations for the FOREIGN May peace conference until after the Foreign Ministers 210- MINISTERS have discussed this question at their meeting in Paris beginning April 25. The French see difficulties in convening the peace conference before the latter half of May. Smith reports from Moscow that Molotov asked the Italian Ambassador whether the proposal to revise the Italian armistice terms 370 state was still current in view of the fact that consideration of the Italian peace treaty was scheduled to begin on May 1. Dunn reports from London that the USSR desires to impose 210 CFM's less severe treaty conditions upon the Balkan states than upon Italy. 051- IRAN When informed by our representative that we hoped Iran would not now withdraw its case from the Security Council, Prime Minister Qavam replied that he had already given in to the Soviet Ambassador's insistent pressure and had promised to withdraw the case. Qavam said that if he antagonized the Soviets now he might lose all he had gained. He requested our representative to explain to the Secretary the dilemma in which he found himself and ask if the US could not so arrange matters in the Security Council that a favorable attitude toward Iran could be maintained even if it acquiesced in the with- drawal of the case now. He hoped we would understand and be prepared again to come to Iran's aid if necessary. He will delay instructing Ala to withdraw the case until he has heard our reply. JAPAN 051- Our representative in Tokyo believes that only among non- Communists groups in Japan will there be found permanent support of US policies. He believes our policies could be seriously harmed and the Soviet position strengthened by statements or implica- tions that because of their "conservatism" the majority of the Japanese are unworthy of our consideration.
