SUMMARY OF TELEGRAMS
051- AUSTRALIA
Evatt informally has stated his preference for an
Australia-New Zealand-US defense board which would be
modeled on the Canadian-US joint defense board rather than a wider
regional arrangement which would include the British and other powers.
He wishes the tripartite board even though some wider arrangement may be
necessary.
051- CHINA
Vyshinski, replying to notification regarding the
establishment of a group of American military advisers
in China, has asked for clarification as to whether negotiations in this
connection envisage the conclusion of an agreement regarding American
military advisers already in China or whether they concern the establishment
of a new group. The Soviet Government also inquires concerning the size of
the group contemplated.
051 HUNGARY
Mission Budapest has learned from reliable source that
Molotov has suggested to the Hungarians that they take
the initiative in approaching Rumania regarding the question of
Transylvania. Molotov emphasized that this matter should not be submitted
to the peace conference without prior discussion between the Rumanians
and Hungarians.
051- - ITALY
Vice Premier Nenni has stressed to the British Ambassador
in Rome the vital necessity of food shipments from the western powers in
order to prevent a considerable increase in communists votes in coming
elections. American Embassy Rome makes point that early grain arrivals in
Italy may mean difference between success or failure of our Italian policy.
051- PORTUGAL
Arrangements are being made by Embassy in Lisbon for the
early presentation to Salazar of our need for continued
use of air facilities in Azores. The approach will be made in conjunction
with the British.
051- - RUMANIA
Soviet Foreign Office has replied to our suggestion that
a three-power approach be made to the Rumanian Government
in connection with the carrying out of assurances given under the decisions
of the Moscow conference of Foreign Ministers. The Soviet reply denies
that any such approach is necessary, maintains that freedom of assembly is
adequately safeguarded and insists that preparations are going forward to
hold elections.
