SUMMARY OF TELEGRAMS
051- / ARGENTINA
Argentine General Von Der Becke has informed General Caldwell
that the Argentine army fully supports the general plan for the
defense of the hemisphere and is willing to open bases to other republics
cooperating in hemisphere defense. He also stated that Argentina wished to
produce standardized arms for its own army. Embassy Buenos Aires understands
that a part of the army favors acceptance of the Soviet offer of captured
German arms.
Ost IRAN
Qavam has informed Allen that Azerbaijan delegation left in
Soviet
angry mood. The/Ambassador has told Qavam that failure to
reach agreement with Azerbaijan might result in "iron and blood. Qavam
hesitates to make a public statement regarding negotiations since he fears that
it might annoy zerbaijanians. He expressed interest in learning probable
Security Council action if fighting broke out and Iran again appealed to the
Council. Allen pointed out that appeal should only be made if case of
foreign interference could be proved and if Iran were determined to carry
through without vacillation which marked recent appeal.
051 - POLAND
British Embassy Warsaw has already protested against Vice-
Premier Gomulka's speech of April 13 in which he stated that
UNRRA grain was being supplied to Germans, that UNRRA used food to influence
elections, and that UNRRA intended. to starve Polish voters into acceptance
of western politicians' schemes. It is also understood that LaGuardia has
telegraphed a protest to the Polish Prime Minister: American Chargé Warsaw
does not believe that the US should intervene in this matter since he con-
siders it to be a question for UNRRA to handle.

PORTUGAL
The British Ambassador in Lisbon is pessimistic about current
negotiations for the use of air facilities in the Azores. He
proposed an alternative solution under which the US would use air fields
under British control. American delegation does not favor this alternative
and proposes consideration of the issuance of a statement by the President
which might bring about a different attitude on the part of Salazar. This
proposed statement would in effect guarantee Portuguese sovereignty since it
would provide that the US would invoke action by the United Nations in the
event of any aggressive action against Portugal.
