SUMMARY OF TELEGRAMS
Ambassador Steinhardt believes there is no
evidence that the Czech Government supports our
view on the freedom of navigation on the Danube or that the
Czechs would support this view in opposition to Soviet wishes.
He adds that the Soviets would exercise control of any Danubian
barges which might be returned to zechoslovakia at this time.
051 GREECE
We are informing Embassy Athens that we will
support TWA in its efforts to participate in
the internal airline in Greece provided the concessions obtained
are not exclusive. We will not urge TWA to join with the
British airline in the organization of a company when TWA con-
siders such activity impractical in operation.
051 - IRAN
Prime Minister Qavam has expressed a desire to
visit the US. We favor the visit at this time
when Qavam may be wavering as to the degree of his orientation
toward the USSR. Ambassador Allen reports from Tehran that
Soviet authorities there are endeavoring to discredit the
United Nations in the eyes of the Iranians.
SPAIN
Commenting on reports of plans of Spanish
opposition groups, Caffery states that it is
difficult to see what progress is being made toward removing
Franco.
051- - POLAND
We are informing the British that we are study-
ing the Polish political situation with a view
to determining what action we might usefully take that would
contribute to the holding of free elections in Poland.
USSR
051- -
Alleging that Soviet repatriation officers in
Austria are not permitted to function, the
Soviet Foreign Office requests that our military authorities
allow the Soviet officers to complete the repatriation of
Soviet citizens in Austria. The Soviet letter attempts to
refute the statements of our military authorities that there
are no Soviet citizens in the US zone in Austria and that
those who have remained do not wish to return to the USSR.
