We anticipate that if we propose Italy, the Soviets will make a counter demand for admission of the satellite states. The United Nations secretariat has informally asked whether the scope of the September Assembly meeting should 210 be restricted in view of the possibility that the peace con- UNO ference would continue during the Assembly period. It is sug- gested that political and other matters including trusteeship might be postponed to a special Assembly session to be held at the conclusion of the peace conference. / ITALY 51 In order to strengthen the insecure Allied military position in Venezia Giulia, SAC has made several recommendations. He believes that if these measures are not taken, it is his duty to report that the US and UK are taking grave military risks in Venezia Giulia. SIAM 051- - The majority of the commission investigating the death of the Siamese king is inclined to feel that murder was the most probable cause of death, suicide second and accident a poor third. British doctors believe murder and suicide are equally probable causes. 051- TURKEY The Prime Minister of Turkey has informed Ambassador Wilson that the Soviet Ambassador in Ankara urged Turkey to recognize that the USSR for security reasons is more deeply concerned regarding the Straits than any other power because it needs a base there in time of war, adding that if Turkey would recognize this, and enter into discussions, the question of Soviet demands for the eastern provinces of Turkey could be disregarded. The Prime Minister replied there could be no discussions so long as the USSR maintains demands for territories and bases and urged the Soviet Ambassador to ask the USSR to withdraw these demands.
