DEPARTMENT OF STATE
OFFICE
WASHINGTON OF THE SECRETARY
by R.Commany
July 8, 1946
SUMMARY OF TELEGRAMS
051 - AUSTRIA
Chancellor Figl has informed Erhardt that the Austrian Cabinet,
in dealing with Soviet actions involving German assets in
Austria, is fighting a last ditch stand for Austrian independence.
051- - BULGARIA
General Robertson asks to be directed to tell the Bulgarian
and Soviet authorities in Bulgaria that the US is looking into
the question of citing before the war crimes tribunal at Nuremburg any official
responsible for further acts of espionage and subversive activities against
US military personnel on the Control Commission. Barnes concurs and points
out that we should do everything possible to recover such prestige as we can
with Bulgarian public opinion.
051 - CHINA
The Chinese Foreign Minister considers that the Paris peace
conference, in accordance with the Moscow Agreement, must be
convoked by the Council of Foreign Ministers, of which China is a member,
and not by any four powers of that Council. Any deviation from this pro-
vision is considered by the Chinese Government as not only an insult to China
but also a breach of international good faith. China assumes we will not
agree to any modification of the Moscow Agreement.
051 - HUNGARY
Our representative on ACC Hungary reports that interference
by the Soviets in Hungarian national politics has now reached
the point where a government crisis may result shortly.
051- IRAN
British authorities in Iran have apparently commenced a general
counter-offensive against the penetration of the pro-Soviet
Tudeh Party in southern Iran.
051- MEXICO
Embassy Mexico City reports the overwhelming impression is
that yesterday's election was the most orderly in Mexican
history.
051. . PORTUGAL
The Portuguese Government is expected to refuse to apply for
membership in the United Nations, despite US and UK backing,
for fear the USSR will veto Portugal's application at the last moment.
051- TURKEY
Our Ambassador has been informally told that the Turkish Govern-
ment would like to have Greece turn over to Turkey two or
three of the Dodecanese Islands which are very close to the Turkish coast.
