hur DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON July 22, 1946 o SUMMARY OF TELEGRAMS 051 - BRAZIL We have informed the Brazilian Government that we are opposed at this time to setting a date for the inter-American conference which Brazil suggested might open on November 15. 051 - CZECHOSLOVAKIA Foreign Minister Masaryk, who reportedly failed to obtain from Molotov a promise to support Czech demands at the Paris Conference, is visiting Moscow in an attempt apparently to reach an understanding with the USSR before the Conference opens. 051 GERMANY General McNarney has announced to the Control Council our offer to join with the representatives of any other occupying power or powers in measures for the treatment of the respective German zones as an economic unit, pending quadripartite agreement which would permit the application of the Potsdam decision for the treatment of Germany as an economic unit. Discussion on the proposal was postponed to a later meeting after the UK representative said he was not in a position to express a definite opinion and the French member stated that the announcement raised a new matter on which he could give no opinion immediately. The Soviet representative made no comment. 051- HUNGARY The Prime Minister of Hungary has informed our representative that it is increasingly clear that there is an irreconcilable difference of objective between the leftist minority and the vast majority in Hungary. He said his policy was still designed to prevent a solution of this conflict by violence until Hungarian sovereignty is restored upon the conclusion of peace. He said the western allies must face the problem of preventing Communist domination in Poland as they must face a similar situation in Hungary. 051 - IRAN The movement of British warships in the Persian Gulf has brought a protest from Prime Minister Qavam but pleased the Shah who said he was relieved at this show of British determination.
