SUMMARY OF TELEGRAMS
UNITED NATIONS
The Chinese delegation to the United Nations is
opposed to admitting to the Security Council's agenda
the Soviet proposal that the Council request information on the armed
forces of United Nations members stationed abroad. The Chinese
believe the proposal is not covered by the Charter and to admit it would
result in many other inappropriate inquiries. Because of the present
situation in China, the delegation would avoid a prominent part in any
debate on this question.
We do not believe we should at this stage support a
dismissal of the Ukrainian complaint against Greece but should be pre-
pared to support or recommend the establishment of a subcommittee,
similar to that set up for the Spanish question, to examine evidence
available in New York and report to the Council and subsequently to
conduct an on the spot investigation if the Council deems such action
necessary.
FRANCE
Embassy Paris reports that observers in France
are struck by the fact that for the first time since
the liberation, French Communists are openly declaring that the
Communist cause cannot be successful until it is established throughout
the entire world.
GREECE
We believe the continued presence of UK troops is
a stabilizing factor in Greece and we hope the UK
will not commence an early withdrawal which we have understood is
their intention.
ITALY
The Italian Cabinet crisis, which was caused by a
conflict between the Communists and the Minister
of Treasury, has resulted in a weakening of the Italian currency in the
black market and substantial increases in the prices of basic commodities.
