WASHINGTON

SUMMARY OF TELEGRAMS
UNITED
The USSR has informed the United Nations that it will not attend
NATIONS
a United Nations Danubian Conference. The British have informed
our Delegation that they would prefer that action on the Danube
question be taken pursuant to the decisions of the Paris Conference rather
than under United Nations sponsorship.
ALBANIA
Our representative in Tirana reports indications that the
Albanian Government is trying to force us to grant it recognition.
FRANCE
Bidault has informed Caffery that he believes De Gaulle will
not accept the presidency of France under the recently approved
Constitution but will hope that conditions will become so unsatisfactory that
he will later be called upon to govern France.
GREECE
We feel that strained international relations focusing on
Greece may result in a major crisis which may be a deciding
factor in the future orientation of Near and Middle Eastern countries. We
believe it is important to US security that Greece remain independent and
we are prepared to take suitable measures to support the territorial and
political integrity of Greece. Ambassador MacVeagh believes the Greek
King will attempt to establish a moderate government such as will justify
US support.
IRAN
Ambassador Allen reports that the new Iranian Cabinet is com-
posed of a majority of Premier Qavam's followers but contains
no members of the pro-Soviet Tudeh Party. Qavam was forced to oust the pro=
Soviet Ministers by the Shah, according to the Shah's statement. Allen
believes the Soviet reaction against Qavam will probably be violent, but
Qavam will try to avoid an open break with the USSR.
SAUDI
Our representative in Saudi Arabia reports that certain members
ARABIA
of the Arab League are endeavoring to press less willing mem-
bers into positive action against the US over Palestine.
USSR
Embassy Moscow agrees that the Soviet desire to purchase
Constellation aircraft should be utilized to attain a
satisfactory bilateral air transport agreement with the USSR.
