SUMMARY OF TELEGRAMS
UNITED
We are opposed to the formation of blocs in the United
NATIONS
Nations for any purpose and will not be bound by the results
of a caucus of Latin American Delegations which is being
organized by the Argentine Delegation to select Latin American candidates
for posts on the Security Council and the Economic and Social Council.
Gromyko has informed our Delegation that the USSR favors
the re-election of Yugoslavia and the election of Byelorussia to succeed
the Ukraine on ECOSOC. He indicated that if we would support these two
candidates, the USSR would go along with the US slate for the Security
Council.
We believe the Soviet and other Delegations should be told
that if members interested in particular trusteeship agreements do not
accept our proposal to waive for the purposes of this Assembly claims to
be states directly concerned and if they attempt to have the Assembly
define this term, we will take the position that no state other than the
mandatory should be determined by the Assembly to be a state directly
concerned in the case of any of the proposed agreements. We would accord
ingly vote against any proposed general principle of interpretation
inconsistent with this view and would also vote against the designation
of any individual member state, other than the mandatory in each case, as
a state directly concerned. Any other interpretation of the Charter
would be an unnecessary extention of the veto principle which has no place
in the deliberations of the Assembly.
The Soviet expert on the Atomic Energy Commission has
informed a member of our staff that Molotov will make a speech before the
Assembly clarifying the Soviet position on international control of atomic
energy.
ALBANIA
We have decided to withdraw our Mission from Albania
immediately and will inform the Albanian Government that
the Mission has been unable to achieve the purposes for which it was
originally sent-namely, to bring about mutual understanding and the
establishment of diplomatic relations between the US and Albania.
GERMANY
The German head of the Soviet zonal administration for
industry has informed one of our representatives that he
understood that the recent deportation to the USSR of German workers and
the dismantling of German plants was only decided upon when it became evident
