Guideline, Juna 12, 1079 DEPARTMENT OF STATE OFFICE OF THE SECRETARY By NLT- HC NARS, Dute 11-12-10 WASHINGTON November 21, 1946 SECRIT SUMMARY OF TELEGRAMS UNITED Our Delegation reports that the Latin-American NATIONS delegates were surprised and annoyed at press reports that they had voted as a bloc against the Soviet candidates. for the Economic and Social Council. Our Delegation believes that perhaps as many as 17 of the Latin-American states voted for a Soviet satellite, for the most part for Byelorussia. AUSTRIA The appearance in the Austrian press of a rumor of US withdrawal from southeastern Europe has caused much anxiety in Vienna even in top Austrian Government circles. Our Minister believes the publication of this article was a Communist attempt to undermine popular confidence in the steadfastness of our support of Austrian independence. Illustrating a second Soviet policy which is creating increasing embarrassment for the Austrian Government, our Minister reports that Soviet controls and restrictions on the movement of Austrian grown food out of their zone are continuing or even increasing. Thus, while Soviet propaganda accuses the US of aiming to partition Austria, Soviet actions are the principal obstacle to the economic unification of the country. CZECHOSLOVAKIA The Czech Minister of Industry is quoted as having stated that a friendly agreement with Poland can be signed before the German frontier is discussed "at the Peace Conference" where Czechoslovakia will support the present Polish western frontier. FRANCE Caffery reports that every election held in France since the liberation has revealed the mounting curve of the Communist movement and that the Communist Party is succeeding in convincing an increasing number of Frenchmen even in the middle class that it constitutes the sole force capable of restoring order, authority and prosperity to the French nation. After citing Communist methods of increas- ing their power in France, Caffery concludes that no force in France at this juncture appears capable of arresting the advance of the "Soviet Trojan Horse.'
