DEPARTMENT OF STATE OFFICE OF THE SECRETARY / WASHINGTON December 20, 1946 U MAIN SUMMARY OF TELEGRAMS BOLIVIA The Bolivian Foreign Office has informed Ambassador Flack that Argentina is exerting pressure to induce Bolivia to negotiate an overall trade treaty and a customs union. Flack recommends that we endeavor to supply Bolivia with essential foodstuffs for the first half of 1947 in order that it may negotiate with Argentina other than under the threat of having its food imports from Argentina cut off. DENMARK In view of the importance of retaining and doing everything possible to improve Danish goodwill toward us which we feel has overriding importance at this time, we are urging Murphy and Clay to Ie- consider the question of repatriating German refugees in Denmark and to report as soon as possible whether the US zone will receive, as requested by the Danes, 12,000 German refugees now in Denmark, thus matching British and French offers to accept a similar number in each of their zones. GREECE We have informed the British that we are anxious to know as soon as possible the extent to which the UK will be able to supply Greece with arms considered necessary for the maintenance of Greek in- dependence and territorial integrity. In view of the dangers inherent in the situation, we feel that essential Greek needs for arms should be met. We have agreed that the British have the primary responsibility to furnish combat arms but we are prepared to supply military items which the British are unable to furnish. The UK Foreign Office has replied that the British military authori- ties are giving urgent consideration to the requirements of the Greek army. FRANCE Caffery reports that the decision to send the Minister of Overseas France to Indo-China as well a.s to return Admiral D'Argenlieu to this area appears to be a compromise by the Blum government which avoids any decision between the opposing advocates of a firm and a conciliatory French policy toward Indo-China. Caffery believes it is doubtful whether this compromise can successfully solve the serious crisis which has arisén in Ino- China. POLAND In handing a note to Ambassador Lane describing the oppressive action taken against the Peasant Party in Poland, Mikolajczyk, the Party's leader, said it is quite possible that the actual electoral procedure and counting of votes may be entirely correct as it may well be that the major- ity of his Party's candidates will have been eliminated prior to the election.
