SUMMARY OF TELEGRAMS
PANAMA
Ambassador Hines reports that the President of Panama has agreed
to begin a publicity campaign shortly to prepare a receptive
public for an announcement of a new defense site agreement simultaneously
with the cancellation of the 1942 agreement.
RUMANIA
The Foreign Minister of Rumania has told our representative in
Bucharest he believes that within the next six months there will
be a head-long collision between western and eastern ideas that in intensity
will eclipse the argument brought about by the preparation of the Balkan
treaties. He said discussion of the questions of the Straits and the Danube
would bring this collision.
UNITED
Our Charge has been informed by the UK Foreign Office that the
KINGDOM
British draft of the proposed Anglo-French alliance states that
the aim of the alliance is to prevent agression on the part
of Germany and that should the threat of aggression arise, the two coun-
tries would act to meet it within the framework of the United Nations Charter.
A UK Foreign Office official has told our Charge in London that
if the USSR requests a more comprehensive treaty with the UK than an agree-
ment to act together to prevent German agression and to do so within the
framework of the UN, he would recommend that the Soviets be told that the
Byrnes draft treaty on Germany fully meets the situation. The official
said that recent Soviet press comment on the existing Inglo-Russian treaty
was the Soviet way of showing displeasure that Stalin's reference to a
military alliance to Montgomery went unanswered by London.
British air officials have told our Embassy that among the rea-
sons which prompt the UK to open now the question of 8 civil aviation agree-
ment with the USSR are 1) general criticism of the Government for not having
entered into discussions with the USSR on trade, financial and economic mat-
ters and 2) the fear that some countries, particularly France, may waver and
make a non-reciprocal and unfavorable type of air agreement with the Soviet
Union.
