SUMMARY OF TELEGRAMS
CZECHOSLOVAKIA
Following the announcement on Saturday that France
and Czechoslovakia would negotiate a pact or joint
declaration, Czech Foreign Minister Masaryk informed our Charge in
Praha that the pact will be useful not only in maintaining security but

also in balancing Czechoslovakia's position between the East and the
West. He indicated that the Czechs and the French favor a political
and military alliance comparable but not in opposition to Czechoslovakia's
present alliance with the USSR.

FRANCE
Ambassador Caffery has been informed by a French
Foreign Office official that the Poles are again
pressing the French to make some form of joint declaration having appar-
in
ently in mind a guarantee of Poland's western frontier. The French do
not wish to make any firm declaration before the Moscow Conference but
after the British and Czech pacts are signed, an agreement will probably
be negotiated with the Poles.
Contrary to press accounts, Embassy Paris reports that
both the French Government and labor federation officials emphasize there
is no unusual or really critical labor crisis or any present political
crisis warranting serious concern at this time.
ITALY
In concert with the UK, France and the USSR, we are
any
proposing to Italy and Yugoslavia that they appoint
representatives for the joint reconnaissance of the new Italian-Yugoslav
frontier in order that the withdrawal of Allied military authorities may
take place without disorder.
POLAND
- Ambassador Lane reports some foreign observers in
