The Embassy adds that although the Generalissimo's promise of government changes "within a few days" gives hope of the reorganization of the Government on a broader base, there has been a notable reluctance during the past few weeks on the part of non-Kuomintang groups to assume partial responsi- bility for the Government in a situation of crisis.
