SUMMARY OF TELEGRAMS
UNITED KINGDOM
Embassy London has been informed that Prime Minister
Attlee revealed to the British Cabinet yesterday
his intention to hold a general election on February 23. The British
government, according to our Embassy's informant, also plans: 1) not
to recall Parliament at the end of this month, as originally scheduled;
and 2) to issue an election policy statement shortly, which would
stress the consolidation of the government's reforms and the need to
expand trade, while playing down further nationalization.
AUSTRIA
We have informed Embassy London of our gratification
that the UK and France have decided to accept mutual
responsibility for Austrian internal security after the conclusion of
a peace treaty. We stress that we do not envisage a formal agreement
on this subject, but feel that the present interchange of communications
and record of informal understandings will suffice. We take this view
because we do not desire to enter into arrangements involving respon-
sibilities not presently authorized by legislation, and because
negotiation of a formal agreement would increase the chance of a
security leak, possibly endangering treaty negotiations.
FORMOSA
Embassy New Delhi, reporting that the President's
statement on Formosa was given front-page treatment
by New Delhi papers, has no doubt that the statement was received by
the government of India with considerable relief. A Foreign Office
official expressed his pleasure with the President's statement, and
our Embassy states the Indian fears that the US would try to revive
the National government -- which India had already declared deceased
-- have been allayed. A Vietnamese official has informed Embassy
Saigon that the President's declaration on Formosa. was generally
approved by Viet public opinion, since US occupation of the island
would have appeared to most Viets as an expression of western imperialism.
