SUMMARY OF TELEGRAMS
CHINA
We are endeavoring to inform our Consul General in Shanghai
through British channels of the opinion expressed by our
representative in Taipei that the Chinese Nationalist government
expects a Communist attack on Chusan Islands--off the Chinese coast
near Shanghai--about April 15, and feels obligated to mine the north
channel of the Yangtze River to hinder Communist naval movements in
the direction of the islands. Our Charge in Taipei has recommended
that every endeavor be made to complete the evacuation of US nationals
by April 10. He has also stated that if the Chinese Communists con-
tinue to obstruct evacuation plans, he would not advocate pressure on
the Chinese government to postpone mining of the north channel unless
qualified opinion should hold that mining is not of significant
defensive importance.
INDIA
Pakistani Prime Minister Liaquat has informed Ambassador
Warren in Karachi that Pakistan will not accept any military
action by the government of India directed against eastern Pakistan
as a "limited or localized situation". Liaquat said that he proceeded
to New Delhi alone as evidence of the solidarity of his government,
and that if discussions should break down and India should attempt
action against east Pakistan he would take it as an act of general war
against his country and would be prepared to make immediate dispositions
on that basis. Liaquat added that the question of Indian military
dispositions in the east Punjab must be adjusted if the threat of war
is to be removed.
