SUMMARY OF TELEGRAMS
US-UK
Continuing their conversations in London yesterday
afternoon, Foreign Minister Bevin and Secretary
Acheson discussed the questions of east-west trade, the French an-
nouncement on steel and coal, continuing consultation and a declara-
tion to be made at the end of the meetings. The Secretary opened the
subject of east-west trade by explaining briefly the difference between
1-A (prohibited) and 1-B (restricted) lists. Although Bevin thought we
were close together on this, it was explained that actually we were
far apart on the question of re-consultation versus post-review. The
Secretary said that the matter was dragging and that we wanted the
list reviewed and troublesome issues identified and raised to minis -
terial level for decision. The two consultants reviewed their comments
on the French announcement on steel and coal and found them very
close--each - indicating a positive and sympathetic interest pending
further study. They agreed concerning continuing consultation that
the US and UK would continue as in the past in close cooperation while
avoiding an agreed paper which might be misrepresented as a secret
agreement. The Secretary and Bevin agreed that work should be be gun
on a declaration which should be drafted from the propaganda point of
view in the most appealing and effective form.
AUSTRALIA
Embassy Canberra reports the receipt of a copy of
a note from the Australian Ministry of External
Affairs to the Dutch Minister in Canberra on the subject of Dutch New
Guinea in reply to the Dutch Minister's note of May 5. The Australian
note indicates that Australia plans early next week to deliver to the
Indonesian government its message concerning New Guinea. Australia
believes that rather than allow a dispute to develop in the Security
