March 6, December 20, 1950 By TOP E € R SUMMARY OF TELEGRAMS USSR The Foreign Ministers of the US, UK and France reached agreement in Brussels on the text of a reply to the Soviet note requesting a meeting of the Council of Foreign Ministers which will be delivered in Moscow on Friday, December 22. The three Foreign Ministers were in full agreement that the present note should not be regarded as constitut- ing acceptance of a Council of Foreign Ministers meeting. UNITED NATIONS Canadian UN delegate Pearson has informed our delegation that Rau of India "got nowhere" in his final meeting with the Chinese Communist delegation although the Chinese Communist spokesman made cryptic remarks to the effect that they hoped to return to the UN soon. Pearson also said that the 12-power Asian group expressed dis- appointment to the three-man cease-fire committee that the committee had neither said nor done anything to reassure the Chinese Communists that they would not be lured into a trap by acceptance of the cease-fire resolution. Pearson revealed that the cease-fire committee was considering sending another cable to Peiping which would point out that the cease-fire committee was anxious that the Chinese Communist have no misunderstanding con- cerning the cease-fire resolution and the pending 12-power resolution providing for discussions to settle existing issues. The telegram would reassure Chinese Communists that if the cease-fire resolution were implemented, negotiations could follow at once since the 12- power resolution providing for further discussions could be adopted immediately by the General Assembly and that the Chinese Commun- ists would participate in the discussions. GERMANY Following a satisfactory discussion of German problems at Brussels, the US, UK and French Foreign Ministers decided to institute promptly prepara- tions for a general outline of arrangements to be made with the Federal Republic of Germany which would reflect the changes of the TOP SECREE
