My dear Mr. Clancy:
I suppose that you have been following the proceedings in the
State Legislature of Alabama in connection with the Third Term Amend-
ment. As I believe I told you when you wrote to me about Alabama,
I wrote at once to both Senator Hill and Senator Sparkman. In letters
that I had received from both of these Senators, I was inclined to
believe that they would do what they could to help to defeat this
amendment. Now I have a letter from each of them advising me that,
although the ratifying resolution passed the House, they believe
that it will be blocked in the Senate. Both of them assured me that
they had taken what action they could on the long distance telephone
to bring pressure to bear upon the Senate against the resolution.
I do not know when the Alabama legislature will adjourn. It
is getting so late in the year now that probably you will be able
to add up the final score, and if you will send it to me when you
have it, I will try to write a column on it, because, of course,
the effort to ratify this amendment will not necessarily expire
with the adjournment of the various state legislatures this year.
