My dear Mr. Marshall:
This is to acknowledge the receipt of
your telegram of November fourteenth and to as-
sure you that your interest in wiring is appre-
ciated. As you know, the President on November
nineteenth sent a Message to Congress regarding
the matter to which you refer. I am enclosing
a copy of it herewith.
