MEMORANDUM FOR MISS CONWAY:
When the so-called McCarran Immigration Bill
was before the President for consideration, we stayed
late one evening at the request of the office of Sen-
ator Lehman to receive a petition addressed to the
President by the Chinese Consolidated Benevolent Asso-
ciation, urging the President to veto the bill. The
petition was brought in by a Mr. Edward Y. T. Lin.
After the President had vetoed the bill, Mr.
Lin, without our knowledge, left at the gate three
small packages of tea which he said were for Mr. Miller
and myself, and two fans which he said were for Mrs.

Truman and Miss Truman, in appreciation of the Presi-
dent's action on the bill.

The tea has been destroyed, and the fans are

attached to this memorandum. I do not believe that
any acknowledgment is necessary.
