DEC - 1 1949 My dear Mr. President: X I transmit herewith for your signature a commission appointing Mr. William W. Keeler as Principal Chief of the Cherokee Nation, Oklahoma, for a period of four years beginning from the date he takes oath of office. Mr. Keeler is a Cherokee Indian by blood, and is con- sidered qualified under the law to hold the position of Principal Chief. Authority for the appointment of a Principal Chief of the Cherokee Nation is contained in Section 6 of the Act of Congress approved April 26, 1906 (34 Stat. 137). As no funds are authorized by Congress for use in the payment of the salary of a Principal Chief of the Cherokee x119 Nation, Mr. Keeler will serve without compensation. Mr. Keeler has been helpful and has taken an active part in matters affecting the interest of the Cherokee Nation. I recommend his appointment.
