After reading the attached memorandum

and the correspondence with the Secretary of the

Interior, I think it would be all right to suggest
Amendments to meet the objections which you make
to H.R. 4497, and then recommend it as a part of
the program.
I think we should be exceedingly careful
not to allow claims which are already settled to
be opened and considered again.
I'll leave the necessary amendments to
your good judgment and then before the Bill is

approved I'd like very much to have a complete
analysis of it and be sure that we are not un-
loosening a Frankenstein,
