The President:
I have word from Justice Jackson that the
prospects of agreement on a protocol are good. He would
like approval to sign if satisfactory. It appears that
the representatives of the other three nations will be
authorizedito sign. I think it would expedite matters
if he could. You have approved the general principles
and I would recommend that Justice Jackson be authorized
to sign any protocol which conforms with those principles.
If you will advise me, I will have authority
sent to him.
