My dear Mr. President:
You will remember that I talked to you
last Saturday about the labor situation in the
X x407 mise
Rio Grande Valley of Texas and New Mexico and
also in California.
I pointed out that the State Department
X 20 misc
was not getting anywhere with its negotiations
with Mexico and particularly urged that the Im-
migration Service at El Paso should be reminded
that they are not administering this nation and
that they should not do as they tried to do last
summer - override the President of the United
States.
The El Paso boy is still busy. Yesterday
I had a call from Fort Stockton, Texas telling me
how they had gone to Simmons' farm and pulled off
all of the Old Mexico Mexicans. The man who did
it said they were under instructions to get them
all back to Mexico. It happened that Simmons had
lost his planting due to a storm and was replanting
and now he is completely without labor.
If you a referring the matter to Tom Clark
here is a concrete example of the way they are
messing things up.
