Dear Tom:
I have delayed answering your letter

concerning the farm labor agreement with the
X146-7nise.
Mexican government in the hope that I would be
able to give you more encouraging information.
Unfortunately, we have not made much progress

on reaching an accord on the importation of
"stoop" labor.

We shall continue to work on this problem
toward the end that a. mutually satisfactory agree-
ment can be reached with the Mexican government.
