TELETYPE

Honorable Matthew J. Connelly
Aboard the President's Train
The following received from Bill Kittrell, together with memorandum
QUOTE I wish you would take time to read the memorandum that I have enclosed.
I think that there are at least two phrases in it that will be newsworthy,
and if you like it, I hope you will send it on to the President at once. I
think he ought to devote a little time to the China lobby that has been able
to cost us so much in money, material, and prestige UNQUOTE The memorandum
attached with above letter reads as follows: QUOTE It might be well if the
President were to say that two cold wars are being waged: One, by Stalin,
against America, the President, and the Secretary of State, is being waged
from Moscow. The other is the cold war against the Administration, the
President, and the Secretary of State. It is being waged domestically, but
is having a greater effect among our allies than Stalin and Vishinsky. The
domestic cold war consists of attacks on the integrity and loyalty of able
public servants who are carrying out difficult assignment for their country
with courage, ability and fidelity. No man's reputation and character are
high enough to assure immunity from scurrillous smears, nor is any duty he
may perform of grave enough importance to the welfare of our nation to permit
him to pursue his duty without fear of cynical and baseless slanders being
directed at him by reckless men, some of them in high positions. Records of
